The key ingredient to a quality health service is quality staff.     Howard Catton

    Howard Catton
    Head of Policy
    ROYAL COLLEGE OF NURSING, UK

    Howard qualified as a RN in 1988 then worked as a Staff Nurse at the Bristol Oncology Centre, followed by a nursing post in the USA. On returning to the UK he studied Social Policy and Industrial Relations at Cardiff University and completed an MA in Industrial Relations at Warwick University. Howard worked as personnel manager in NHS before joining the RCN as a regional officer in the South West of England. During this time he spent 6 months in New Zealand working for the NZ Nursing Organisation. Howard moved to RCN Headquarters in 2000 and held a variety of posts with leads that included workforce research, devolution and NHS modernisation. In 2005 he was appointed Head of Policy Development and Implementation. His team lead on health, social and nursing policy reform and closely support RCN Council and the Executive team. Howard has also served as a local Government Councillor for seven years, for four of which he was a cabinet member with lead responsibility for corporate and customer services.

    Cathy holds the position of Lead Chief Executive for Workforce on behalf of the 21 New Zealand District Health Boards. The Future Workforce programme provides overall strategic leadership and coordination of a wide range of collaborative workforce activities including linking the key priorities of the DHBs – across the primary, secondary, tertiary, disability and NGO sectors with the Ministry of Health led workforce developments.Cathy is the CE of Lakes DHB, and has a broad background in the New Zealand health sector in public health, community development and a range of health management and professional leadership roles.
