It is becoming clear that energy use and the carbon dioxide emissions it creates are coming to the top of the agenda across the World rail industry. Financial, environmental and political pressures are combining to raise the profile. The internationalisation of energy markets and networks means that even railways with traditional access to cheap and green sources of power such as hydro-electricity, now have to work hard to keep costs down and maintain rail's marketing edge as an eco-friendly form of transport.

Thinking has changed in a relatively short time period; new targets are being set by Governments and international bodies and new technical possibilities are becoming realities. In my work at ATOC and with the International Union of Railways I am very aware of the imperative to meet the environmental challenge, and the energy aspect in particular. I look forward to chairing what should be an absorbing and highly instructive conference.
