11:20 am - 12:00 pm Building Workforce Capability: How the Australian Public Service Commission is Using Comprehensive Strategies to Deliver the Workforce of the Future

The Australian Public Service Commission (APSC) oversees 105 agencies and over 150,000 people.
The APSC aims to strengthen the APS workforce by developing a Whole of APS Workforce Strategy which focus on a future-fit workforce strategy and build scalable development, identification and recruitment strategies for the workforce.  
The Strategy will be a roadmap for the future APS workforce, assisting it to identify priority areas for workforce development and investment.

In this session:
  • Build Workforce Planning Capability across the APS through the physical and virtual communities of practice
  • The development of the Whole of APS Workforce Strategy and the critical role that Workforce Planning professionals will play in its implementation. 
  • Produce updated Workforce Planning tools to align with current best practice and International and Australian standards

12:00 pm - 12:40 pm CASE STUDY: University of New England: Utilising Technology and Analytics to Enhance the Strategic Workforce Planning Process

University processes for staff are changing with the human resource department configuring a workforce optimisation tool which aims to map out the organisation with the use of data analytics. The impact of the quality of data that is collected is imperative to accurate reporting. This reporting will allow the University of New England (UNE) to future proof their workforce plan.

  • Understanding the impact of data quality in workforce reporting.
  • Using data to make evidence based workforce decisions
  • Implementing a workforce modelling and planning tool at UNE

In response to a 2018 capability gap, the ABS partnered with Workforce Planning Global to embed use of a workforce optimisation tool and help build HR staff and organisational capability in workforce planning. This project enabled production of accurate, timely HR data and key insights to better anticipate and respond to key workforce risks, and lays the foundations for strategic workforce planning through scenario planning. This has opened the door to more mature engagement with Senior Executives and gaining a seat at the decision making table.

In this session:  
  • Understanding how to assist business leaders identify workforce implications of their current and future business strategy.  
  • Advancing and embedding workforce planning in practice.
  • Delivering clear analysis and commentary around operational and strategic workforce priorities that informs and supports prioritisation of people strategies and investment decisions for the ABS workforce.

Data sharing improves the quality and analysis of data to forecast the need for workforce planning. The quality of workforce data is needed to improve the accuracy of reporting and determine business capabilities. Ensuring that the appropriate frameworks are in place to collect data will support the implementation of data sharing.

To meet the demands of a rapidly changing environment, the development of an employee value proposition aims to attract and maintain a highly skilled, engaged, flexible and innovative workforce. In this session, The Department of Industry, Innovation and Science, are developing strategies to influence the culture and inclusion of the workforce to attract and retain top talent. 

In this session:

  • Taking a user centred design approach to research to develop an Employee Value Proposition
  • Implementing effective frameworks to influence culture and inclusion within a workforce
  • Designing strategies to retain talent and align this with the department’s strategic goals
