Sandy is the Assistant Chief Operating Officer (ACOO) for Plans & Strategy at NUH, overseeing the Corporate Planning and Development Department and the Quality Improvement Department.

The Corporate Planning and Development Department shapes NUH’s strategic direction, collaborating with the CEO on long-term plans, managing enterprise risk, annual work plans, data analytics, capital projects, and space optimization for growth.

The Quality Improvement Department enhances hospital standards using Lean Thinking, Design Thinking, and Behavioral Insights, driving continuous improvement in care and operational efficiency while supporting healthcare innovation in partnership with the Kent Ridge Office of Innovation (KROI).

In addition to her ACOO role, Sandy is Co-Chairperson of KROI, Deputy Executive Director of NUH Global in NUH and Executive Director of the NUH Referral Laboratory (NRL), leading initiatives to foster innovation, international collaborations and implement digital and AI solutions at NUH.

Since joining NUHS in 2020, Sandy has served as ACOO of the National University Centre for Oral Health (NUCOHS), where she implemented strategic plans, improved patient care, boosted staff morale, and launched new dental services at Alexandra Hospital and Ng Teng Feng General Hospital to increase access for patients.

Before her tenure at NUHS, Sandy worked in healthcare services for over 20 years and has extensive experience in healthcare solutions, operations and business management, digital development, and stakeholder engagement. She holds a Bachelor of Arts from the National University of Singapore, a Post Graduate Diploma in Business Administration from the Singapore Institute of Management, and an MBA from the Adelaide Graduate School of Business. Sandy is also an ICAgile Certified Professional and a certified Lean Six Sigma practitioner.
