The exponential rise in Asia’s digital economy has underscored the critical role of subsea optic fibre cables in sustaining high-speed internet connectivity across the region. This report offers a strategic overview of Asia’s undersea cable landscape, focusing on legal governance, deployment initiatives, infrastructure, and investment dynamics—with particular emphasis on Singapore’s central role. Asia’s regulatory environment remains diverse, with coastal nations adopting varying policies for cable deployment, permitting, and security. Increasingly, countries are imposing stricter controls over foreign ownership and cable routes in response to rising geopolitical and cybersecurity concerns. Despite the lack of a unified regional framework, there are early signs of regulatory harmonisation driven by cross-border projects and digital cooperation initiatives. The region’s deployment pipeline is robust. New mega-cable systems—such as Apricot, Bifrost, and Echo—are in progress, strengthening connectivity between Asia, the U.S., and Oceania. Governments are also pursuing national strategies to connect rural areas and improve regional data flows. This reflects a broader shift from legacy infrastructure to future-ready, high-capacity networks with greater redundancy and resilience. Singapore emerges as a model for public-private partnership in digital infrastructure. Its proactive government support, investor-friendly regulations, and Digital Connectivity Blueprint aim to double its subsea cable landings by 2030. Financial incentives, streamlined approvals, and strategic geographic positioning have positioned Singapore as a global digital gateway. Asia’s existing infrastructure already boasts over 400 active or planned subsea cable systems. Major landing stations in Singapore, Tokyo, Mumbai, and Busan serve as high-capacity digital corridors. Yet as usage demand accelerates, the region must address aging infrastructure, bandwidth bottlenecks, and security vulnerabilities.
